President Marcos Jr. just said basta: Let’s overhaul the 1991 Local Government Code. It’s that rusty old rulebook that’s been slowing down our cities and barrios for 35 years. We’re not talking about a small "retoke" here; the President is pushing for a total system upgrade so government services actually move as fast as your GCash.
The Reality Check:
LGUs are the ones we deal with every day—not the "big bosses" in Manila. Need a permit? See a doctor? Fix a pothole? Let’s be real: using a 1991 law in 2026 is like trying to run Wild Rift on a 1990s pager. Super slow and laging nag-hahang!
The 1991 law started strong by giving local govs power. But after the Mandanas-Garcia ruling, LGUs got a massive budget hike... but zero new instructions. As PBBM pointed out yesterday, only 29% of LGUs actually passed the "Seal of Good Local Governance" last year. Parang nanalo sa lotto pero hindi marunong mag-budget—sayang ang pera if the systems are broken.
The 2026 Blueprint:
Marcos wants to clean house by working with groups like ULAP and DILG to:
-
Clear the Confusion: No more "turuan" on whose job it is to fix the bridge vs. the farm.
-
Go Digital: He’s pushing for the eLGU system to remove "fixers" and "padulas." If it’s digital, it’s traceable.
-
Disaster Ready: Because 1991 didn't have the super-typhoons and climate shifts we face today.
Harsh Truth: More Money ≠ Magic Fix
Extra budget doesn’t automatically mean "wow" na serbisyo. Without better training and strict accountability, pera lang ang nawawala, hindi ang problema. Passing a new law in Congress is the easy part; making it work in your barangay is the real battle. 35 years ago, we didn't have the internet, mega-cities, or 115 million Pinoys to feed. The world changed; the law didn't.
What’s In It for Us?
-
The Win: Fast business permits, better local clinics, and roads that don't wash away in one rain.
-
The Fail: The rich cities get "aesthetic" parks while the poor towns stay stuck in 1991. Sad na plot twist, 'di ba?
This isn't just "paperwork"—it's about making sure the gov works for you right in your neighborhood. More freedom for LGUs or more strict checks from the top—alin ang mas importante sa inyo? Comment below!
Smart Tip:
Give LGUs the tools AND the training. No training? Pera lang, walang resulta.
